Vivienne Jonker is a Senior Associate at ENS in the Public Law practice.

Vivienne specialises in public, constitutional and commercial law, and the legal frameworks regulating government conduct. Vivienne advises clients on the commercial arrangements between government and the private sector, particularly involving the delivery of services. 

She has experience in advising government entities on procurement processes, both on the development of procurement processes and disputes arising from procurement processes. Vivienne’s areas of expertise include public finance, municipal finance, public procurement, administrative action, and service delivery.

Vivienne is also experienced in litigation and dispute resolution. Her experience includes representing various state-owned entities in respect of disputes relating to the recovery of funds, public procurement, governance and administration issues. She has also represented numerous corporate entities across various industries and dispute resolution forums.

She also has consulting experience, having advised public sector clients, including national and local governments, in relation to the legal, policy and governance components of their urban development projects.

Vivienne has also had the unique experience of working at the Constitutional Court of South Africa as a law clerk to Justice Majiedt and Acting Justice Schippers.
