Robyn Stein is a director in ENSafrica’s natural resources and environment department.
She specialises in advising the South African and foreign governments, corporate clients, and international environmental organisations on the development and implementation of effective policy and legislative frameworks in the fields of water law, environmental law and sustainable development law and governance.
In addition, Robyn also specialises in international water law, working on transboundary water law projects mainly in the SADC region and throughout Africa.
Her extensive experience in water law includes advising on the legal aspects of the planning and implementation phases of large infrastructural water management projects as well as water supply and sanitation projects. She also advises on water law issues arising from due diligence aspects of mergers and acquisitions, project finance and corporate listings as well as on permitting processes and water law-related litigation.
Robyn has developed expertise over a number of years in providing specialist advice to government (in particular the Department of Water Affairs and its Ministry) on water law reform and is regularly called on to draft new regulatory instruments, to advise on new statutory instruments and on the law and policy aspects of government’s implementation strategies for integrated water management and resource protection in South Africa.
She was appointed as a Special Advisor to the Minister of Water Affairs and Forestry in respect of the Water Law Reform Process and participated in drafting the National Water Act 1998, the Water Services Act 1997, the White Paper on a National Water Policy for South Africa and various accompanying Regulations and has sat as a Member and Deputy Chairperson of the Water Tribunal.
Robyn is the co-editor of the book "Rule - Reforming Water Governance 2009" published by the International Union for the Conservation of Nature and Natural Resources, and has authored a number of published articles on water and environmental law.
Robyn has taught Water, Environmental and Energy Law to LLB and LLM Students. She has acted as a Visiting Professor in advanced Water, Environmental and Energy Law at the University of the Witwatersrand. Additionally, she has chaired numerous environmental organisations such as the Endangered Wildlife Trust, the Dam Safety Advisory Committee and is a member of IUCN (World Conservation Union) Commission on Environmental Law. She is member of the Water Law Committee of the International Bar Association’s Natural Resources Section, the Environmental Law Association and is a Trustee of the Endangered Wildlife Trust.
